22nd October - Germany's major research institutes and others have released
the "Berlin
Declaration" committing themselves to open-access provision of
their research findings and encouraging open access in scientific publication.
This is a significant step in the spread of using open-access structures
for research dissemination and demonstrates integrated institutional commitment,
which it is hoped can act as a model for others to follow.
